WindowToEU review: investigation and client feedback on Romanian citizenship service
How we researched this: We checked state business registries in Russia (EGRUL), Ukraine (EDRPOU), Romania (ONRC), and Belarus (EGR). We ran WHOIS and RDAP lookups on the domain, pulled Web Archive snapshots, reviewed all available client testimonials on independent platforms, and checked anti-scam databases including moshennik.eu and ScamAdviser. We also compared the company's claims against Romanian citizenship law. All facts are linked to their sources. This review reflects data available as of February 2026.
Heads up before you read on: This investigation found WindowToEU listed in anti-fraud databases, with zero verified legal entity registration in any of the four countries where it claims to operate. At least one named client describes paying an advance and then losing all contact. Proceed with full awareness of these risks.

Who is WindowToEU and what do they actually sell

Main services: Romanian EU citizenship via repatriation, genealogy and archive research, document preparation and translation, representation before Romanian authorities, citizenship application monitoring, oath preparation.

Pricing: From 2,500 EUR (standard); 4,000 EUR for Russian citizens. State fees in Romania run 50 to 150 EUR on top.

Payment terms (claimed): No advance payment required. Client reports contradict this. Several describe being asked for deposits of 500 EUR or more, after which contact ceased.

Founded: They imply 10+ years in business. Domain windowtoeu.com was registered on April 22, 2019, per RDAP. Those two facts don't match.

Key finding: The company operates across four countries, takes fees of up to 4,000 EUR, and has no traceable legal registration in any of them. That's the single most important fact in this review.

WindowToEU risk analysis: 5 things to know

Area Risk What we found What to expect
Price medium From 2,500 EUR standard; 4,000 EUR for Russian passport holders. No public price list. Pricing disclosed verbally or after initial contact. Fees are in the range legitimate consultants charge, but without a contract you have no recourse if the amount changes.
Contract high No sample contract published. No terms of service visible on the site. No refund clause disclosed in any source we found. If they provide a contract at all, review every line before signing. Get a Romanian lawyer to check it independently.
Timelines high Romanian repatriation takes a minimum of 12 months under the law. WindowToEU makes no specific timeline commitments in any public material we reviewed. Expect at least 12 months regardless of what any consultant promises. Any claim of faster results should be treated as a red flag.
Legal risk high Client complaints mention falsified archival documents. If Romanian authorities find fake ancestry records in your file, you face criminal prosecution in Romania and a permanent EU entry ban. The company, unregistered, would be untraceable. Ask for the exact archive source of every document they produce. Have a licensed Romanian attorney review all materials before submission.
Refunds high At least one documented case (Kirill Mazurov, December 2022) describes paying an advance and receiving nothing back after 8 months and total communication blackout. No refund policy is disclosed. Recovering money from an unregistered entity operating across multiple countries is effectively impossible through civil courts.

WindowToEU: red flags and green lights

✅ Corporate email on own domain. Using [email protected] rather than a free email service (Gmail, Hotmail) is a basic sign of some operational infrastructure. Low bar, but it's something.
✅ Romanian phone number listed. The +40 (Romania) prefix on their contact page suggests at least some connection to the country where the service is delivered, even if we couldn't verify a physical office.
✅ Positive client reports exist. On sites worldcompanies.ru and otzyv-eu.ru, named clients (including "Mikhail T." and "Ahastsiis98") describe successfully completing the oath procedure. We can't independently verify these accounts, but they do exist in writing.
⚠ Payment terms contradict client reports. The website advertises "no advance payment required." Multiple complaints describe clients paying advances of 500 EUR or more upfront, after which the company went silent. One of these claims is verifiable (named user, dated post, specific amount).
⚠ Six offices, none verified. All listed addresses are business centers that sell virtual registrations. None of the addresses returned a confirmed WindowToEU tenancy through any directory or maps search. This doesn't prove the offices don't exist, but you can't check them from a distance.
⚠ Higher pricing for Russian citizens. Charging 4,000 EUR vs. 2,500 EUR based solely on passport nationality is unusual. It may reflect currency transfer difficulty post-sanctions, but it's a pricing structure that deserves a direct explanation before you sign anything.
❌ No legal entity registration found anywhere. Russia (EGRUL), Ukraine (EDRPOU), Romania (ONRC), Belarus (EGR). Zero results for WindowToEU in all four national registries. This is the biggest single problem with this company.
❌ Domain age contradicts claimed experience. windowtoeu.com registered April 22, 2019. Company claims 10+ years in business. That's a gap of at least 5 years that doesn't add up and has never been explained publicly.
❌ Listed in anti-scam database moshennik.eu. The verdict on file: "organized criminal group running citizenship fraud." The site also lists associated company names and phone numbers from the same network. This is not a random complaint: it's a structured database entry with linked entities.
❌ Confirmed client money loss. Kirill Mazurov (December 28, 2022, otzovicka.ru) paid an advance for Romanian citizenship and received no service. Eight months later, no result and no contact. He calls them "straightforward fraudsters." The post is dated, named, and specific.
❌ Part of a network of clone sites. Anti-scam researchers link WindowToEU to GootoEU, Altapatri, Pass Agency, International Business, Mircare, Trust-group.pro, 2eu.in, International Expert, Immigrant Agency, and Migration Atlas. Several of these share phone numbers and addresses with WindowToEU.
❌ Owner identity fully hidden. No founder, no managing director, no team page, no LinkedIn profiles linked to the company. Domain ownership masked via Cloudflare privacy. You have no idea who takes your money.
❌ Promise to find roots that may not exist. Romanian repatriation law requires documented ancestors from Greater Romania prior to 1940. Promising to "find your ancestry in archives even if you don't know you have any" either means fabricating documents (a crime) or misleading you about the legal requirements.

What Romanian citizenship through repatriation actually requires

Romania's Law 21/1991 on Citizenship allows repatriation for descendants of people who held Romanian citizenship before 1940 and lost it involuntarily. The process runs through the National Authority for Citizenship (ANC) in Bucharest. Romanian government fees are minimal (well under 200 EUR). The process takes 12 months at best, often 18 to 24.

Critically: you need real documents. Birth certificates, marriage records, death certificates tracing your lineage back to a Romanian citizen of the pre-1940 period. These documents come from Romanian, Moldovan, or Ukrainian state archives, and they either exist or they don't. No consultant can "create" ancestry that isn't there. Any company that suggests otherwise is either misleading you or offering something illegal.

If a third party supplies you with a falsified archival record, you are the one who submits it to Romanian authorities. You face the criminal liability, not the consultant who prepared it and then disappeared.

WindowToEU vs. alternatives: which makes more sense

If you genuinely have Romanian ancestry, the cheapest and safest route is to gather your own documents with the help of a licensed Romanian attorney (findable through the Romanian Bar Union) and apply directly through the ANC.

What to check before paying WindowToEU (or any similar company)

Frequently asked questions about WindowToEU

Is WindowToEU a legitimate company?

Our investigation found no registered legal entity under the name WindowToEU in Russian (EGRUL), Ukrainian (EDRPOU), Romanian (ONRC), or Belarusian (EGR) state registries. The company also appears in anti-fraud databases including moshennik.eu, which categorizes it as part of an organized citizenship fraud network. We found at least one named, dated complaint describing advance payment taken with no service delivered. These findings don't prove fraud with legal certainty, but they are serious enough to warrant extreme caution before any engagement.

How much does WindowToEU charge for Romanian citizenship?

They advertise fees starting from 2,500 EUR for most clients and 4,000 EUR specifically for Russian passport holders. Romanian government fees for the repatriation process itself run between 50 and 150 EUR. WindowToEU's website claims no advance payment is required, but multiple client accounts describe being asked for deposits of 500 EUR or more during initial consultations.

Can I really get Romanian citizenship without documented ancestry?

No. Romania's Law 21/1991 requires demonstrating documented ancestry from people who held Romanian citizenship before 1940. "Finding your roots in archives" is only possible if those roots genuinely exist in archive records. Any company that promises to produce ancestry documentation for clients who have none is either describing a fabrication scheme or misleading you about what's legally possible. Submitting falsified documents to Romanian authorities is a criminal offense that carries consequences for the applicant, not just the consultant.

What are the risks of using WindowToEU if documents turn out to be fake?

If WindowToEU supplies falsified archival records and you submit them to Romanian authorities, you face criminal charges in Romania for document fraud, a permanent EU-wide entry ban, and potential prosecution in your home country. The company, operating without any registered legal entity, would be effectively unreachable once payment is made and the documents are delivered. You carry all the legal exposure.

Are there real complaints against WindowToEU?

Yes. The most detailed comes from a user named Kirill Mazurov (posted December 28, 2022, on otzovicka.ru): he paid an advance for Romanian citizenship, the company stopped responding, and after 8 months he had no result and no refund. The account is named, dated, and specific in amounts. The company is also listed on moshennik.eu with associated phone numbers and the network of affiliated clone sites documented.

How long does Romanian citizenship through repatriation actually take?

The Romanian National Authority for Citizenship processes applications in a minimum of 12 months, and 18 to 24 months is more realistic given current caseloads. Government fees are well under 200 EUR. Any consultant who suggests a significantly faster timeline should be asked to put that commitment in a signed contract, with financial penalties if they miss it.

Expert verdict on WindowToEU

I've been in the immigration business since 2011, first in Russia, then in the US. Romanian citizenship through repatriation is a real legal pathway. Thousands of people have used it legitimately. I don't have a problem with the concept. I have a problem with this specific company.

The single fact that ends the conversation for me: no registered legal entity anywhere. Not in Russia, not in Ukraine, not in Romania, not in Belarus. My company, Second Passport, is registered. Every legitimate immigration consultant I know is registered somewhere. It's not optional. You need a legal entity to sign contracts, hold client funds, and be sued if something goes wrong. Without one, the client has nothing.

What concerns me further is the pattern in the complaints. Advance payment taken. Contact stops. Eight months later, still nothing. I've seen this exact structure before, multiple times, across different company names. Often the same people behind different URLs. The network links in this report (GootoEU, Altapatri, Pass Agency, and the rest) are consistent with what I'd expect from a shared operation running multiple brands.

The "no prepayment" marketing is clever. It lowers initial skepticism. But the complaints show the "no prepayment" policy doesn't survive actual contact with the sales team.

On the positive side, Romanian repatriation is genuinely possible if you have real ancestry. The Romanian Bar has licensed attorneys who handle this properly, with published rates, signed contracts, and professional accountability. If you have Romanian roots, find one of them. The process takes the same amount of time and costs less.

My verdict: don't use WindowToEU. The risk of losing your money is high. The risk of receiving falsified documents (which you then submit to Romanian authorities under your own name) is real. Neither of those outcomes is recoverable.
